Principles of the Territorial Development of the City of Prague (ZÚR)

Status: The document is in the phase of discussion with municipal authorities.
The project framework: The Section 187 column 3 of the Act No. 183/2006 Code, on land-use planning and construction administration (The Building Act) as amended by following regulations obliges to establish the principles of the territorial development. Territorial planning authority – the Department of the Land-use Plan of the City of Prague started to purchase the Principles of the Urban Development of the City of Prague - for the territory of Prague pursuant to the Section 187 column 4 of the Building Act. The draft ZÚR was worked out for the City of Prague according the Principles of the Territorial Development submission, which was approved by the Decree of the Assembly of the Prague City Hall No. 11/52 of 29th November 2007. It results from the Land-use analytic basis worked out on the regional level.

Description, course of the development: Principles of the Territorial Development of the City of Prague is the new tool of the territorial planning in the regional level pursuant to the Policy of the Territorial Development of the Czech Republic. The Policy was adopted by the Decree of the Czech Republic No. 561/2006. The Principles propose demands on efficient and economical land conception. Aforementioned document coordinates also the urban development and the conception of city settlement with reference to sustainable development and its efficient utilization. It establishes principles of the urban development of the entire territory of the capital city at the same time. Simultaneously the Principles of the Territorial Development of the City of Prague define principles for the development in City Districts. Principles of the Territorial Development of the City of Prague put development area of Prague in more precisely terms mentioned in the territorial development policy of the Czech Republic. Principles propose development areas, growth lines, and specific localities of supra-regional importance for the territory of Prague. The document proposes also the specific areas and corridors of supra-regional and municipal importance for traffic and technical infrastructure and for the local system of environmental stability (ÚSES). Public utility buildings and public utility acquisitions are specified in terms of the Building Act. Draft Principles of the Territorial Development of the City of Prague was accomplished in November 2007. Strategic Environmental Assessment (SEA) of the ZÚR was carried out pursuant to the Section 6 Column 3 of the Regulation of the Ministry for Regional Development No. 500/2006 Code on territorial planning documentation and the territorial planning evidence, which includes the ZÚR’s Strategic Environmental Assessment for the European localities of special importance – a part of NATURA 2000.
Aforementioned documents will be prepared for public hearing and open to public discussions in the second and third quarter of 2008. Documents should be discussed at the session of the Assembly of the City of Prague in September, 2008.
